At a military ceremony on August 11, 2009, State Representative and U.S. Navy Commander Franklin Foil was promoted to captain. The ceremony took place at 9:00 a.m. at the Louisiana State University War Memorial on the Parade Grounds, with a reception that followed in the faculty club. Retired Navy Captain Judge Mike McDonald of the First Circuit Court of Appeals administered the oath.
