| Franklin is a fiscal-conservative and pro-business because he understands it is through private businesses that our overall economy prospers and opportunities for our families and future expand. Franklin will work to find new incentives for business growth, and he will seek to make our government a partner in economic growth and not a roadblock. He also believes that we must strengthen our ethics laws to attract new industry. |

| Transportation & Roads |
| A growing Baton Rouge requires a responsive transportation infrastructure to meet the expanding challenges and requirements of our community. Franklin will work for Baton Rouge to receive its fair share of state and federal funding for roads. He supports efforts to build a loop around Baton Rouge to ease traffic congestions. |

| Education |
| Franklin believes the future of our state depends on the quality of our children’s education. He will be a leading voice to strengthen LSU's role as our state's flagship university and will work to protect the TOPS scholarship program for all citizens. Franklin also wants to increase our state's investment and commitment of resources in supporting the education of children with special needs and help them to succeed in a traditional classroom. Franklin will put education first. |

Franklin and Tanja Foil have been married for 16 years. They have three children, Kathleen, Grace and Andy.
The family attends First Presbyterian Church in Baton Rouge where Franklin has been a member since 1977 and currently serves as an elder.
Tanja has a B.A. in Journalism from LSU. She is on the staff at Girl Scouts-Audubon Council as a grant writer and is also a volunteer troop leader. She currently serves on the boards of the Baton Rouge Bar Auxiliary and the Chi Omega House Corporation. Tanja is a Sustaining Advisor for the Junior League of Baton Rouge and is an active member and volunteer at First Presbyterian Church. |
