State Rep. Franklin Foil, who currently serves as a judge in the U.S. Navy Reserve, has been appointed to serve as and appellate judge at the Nave and Marine Courps Court of Criiminal Appeals in Washington, D.C.
Carol M. Lynch, RDML, JAGC, USN, selected Foil, a Baton Rouge attorney who is a Captain in the Us. Navy Reserves. He has been a trial judge in the Nave Judge Advocate General's Corps since 2013 and has been a naval officer for 26 years. As an appellate military judge, he will be responsible for reviewing all Navy and Marine Corps cases that are appealed world-wide.
