BATON ROUGE - Franklin J. Foil, candidate for State Representative from District 70, this weekend received the Rear Admiral Hugh H. Howell, Jr. Award of Excellence for outstanding meritorious service from the United States Navy. Foil received the award while attending the Navy Reserve JAG conference in Norfolk, Virginia. Foil is a Navy Veteran and Commander in the Judge Advocate General's Corp. "This was a true honor for me," said Foil. "My service in the Navy is one my proudest accomplishments.” Foil was presented with the award by the Assistant Deputy Judge Advocate General of the Navy. The award is presented to individuals in recognition of singularly outstanding contributions to the Naval Reserve Law Program. Rear Admiral Howell was the first director of the Naval Reserve Law Program. The award is given out annually to two outstanding Senior Officers in the U.S. Navy JAGC Reserve Program.
