Baton Rouge, LA - At a military ceremony on August 11, 2009, State Representative and U.S. Navy Commander Franklin Foil was promoted to captain. The ceremony took place at 9:00 a.m. at the Louisiana State University War Memorial on the Parade Grounds, with a reception that followed in the faculty club. Retired Navy Captain Judge Mike McDonald of the First Circuit Court of Appeals administered the oath. Representative Foil has served in the Navy for 19 years. "It has been my greatest professional honor to serve as an Officer in the United States Navy,” said Representative Foil. “ I have been provided with invaluable leadership opportunities which have made me a stronger person."
