State Representative Franklin J. Foil has been named the Commanding Officer of the Naval Reserve Legal Office in Washington DC. Foil, who is a Captain in the U.S. Navy Reserves, will assume command of the unit, which is based at the Washington Navy Yard in December. The primary mission at his new command is to provide legal services to Navy, Marine Corps and Coast Guard service members and their dependents to support fleet readiness. He is currently the Commanding Officer of the Naval Reserve Legal Office at the Naval Support Activity base in Memphis, Tennessee. Foil has been serving in the Navy for 20 years.
