Rep. Franklin Foil has passed 71 bills which have been signed into law while serving in the House of Representatives. Some of the bills are as follows:
PEOPLE WITH DISABILITIES
Provided for health insurance coverage for children with autism
Created private school tuition assistance program for children with disabilities
Repealed the words “mentally retarded” from the continuing tutorship law
Created the ABLE savings account for people with disabilities
Expanded law to allow children with disabilities to get child support past the age of 18
Created tax credit for employers who hire people with disabilities
Forbids corporal punishment of kids with disabilities in school
VETERANS
Facilitated giving veteran owned businesses extra credit to procure contracts with the state
EDUCATION TAX SAVINGS PLANS FOR PARENTS
Created Start K-12 savings plan to give parents a tax-free savings account for payment of private school tuition
PUBLIC SAFETY
Prohibit cell phone use by school bus drivers
Created South Burbank and Hermitage crime prevention district
Created Mayfair crime prevention district
Created University Acres crime prevention district
Provides protection for a whistleblower to come forward to report hazing on college campuses
EFFICIENCY IN STATE OPERATIONS
Eliminated July election date
Reduce Saturday election hours by one hour to now start at 7 a.m.
Extended driver’s license to 6 years before having to renew
Established deferred maintenance fund for state universities
Created fund for TOPS scholarship to receive dedicated revenue
Require DOA to create registry of unpaid judgements against the state for public transparency
PRESERVE NATURAL RESOURCES
Designated Bayou Manchac as a historic waterway
Created the Coastal Science Consortium among state universities
